Blues refers to a genre of music that has its roots with the music of Afican slaves in th U.S. As you can imagine they had a lot to be unhappy or 'blue' about, hence the name. However, not all sad songs can be categorized as blues. There are certain instrumentations, harmonic progressions and scales (the blues scale or blues pentatonic as some call it, which is slightly missleading as it has six notes and not five as the name suggests) that characterise the genre. For examples refer to the music of BB King, Robert Johnson, Buddy Guy, John Lee Hooker, Stevie Ray Vaughan and Muddy Wasters, you'll soon understand what the blues means and begin to recognise its influence in many other genres.
