Hush means 'be quiet, don't say anything' ... in the song, you are telling the child to 'be quiet' so it can go to sleep and the song is 'telling the baby' that you are there to 'take care of it' while it is asleep. The 'sound of this quiet lullaby' can actually help the child relax and fall asleep, especially if it is 'held' by the singer, because it 'picks up' that 'relaxation' both from it's hearing and from 'feeling the arms around it' and hold it 'safe.'
